In the General Agreement on Trade in Services (GATS) of the WTO, Israel’s specific commitments cover 58 of the 161 tradable services (23 for developing countries and 93 for developed countries on average). Israel is a signatory to the Fourth Protocol (basic telecommunications) and the Fifth Protocol (financial services) as well as the 1997 Information Technology Agreement (ITA). According to Article 2 of GATS, Israel has retained the most-favored-nation treatment in matters of co-production and distribution of telecommunications, audiovisual products and television programs as well as in the banking industry. Israel provides preferential treatment for individuals, with whom it has entered into agreements on co-production and distribution of the above programs. In the banking industry, Israel grants licenses only to providers of countries that allow Israeli service providers the equal market access.
