Since its inception in 1988 under the instruction of Jiang Zemin, the then Mayor of Shanghai, Shanghai International Tendering Co., Ltd. In the past two years, the company has been named as a winner of the 13th Annual Voting for the Top Ten Tendering Agents in China, and awarded as one of the Top 30 Construction Project Tendering Agents in China for 2017, one of the Top 30 State-owned Tendering Agents in China for 2017, and one of the Top 30 Tendering Agents for Government Procurement in China for 2017.

Over the past 40 years of reform and opening up, Shanghai has witnessed leap-frog developments in the service trade sector. SITC has been adjusting itself under the guidance of national policies and actively participating in the implementation of national strategies such as the Belt and Road Initiative and the development of the Yangtze River Economic Belt. In 2017, the company successfully became a global player after it established cooperation with COSCO Shipping Port Co., Ltd. and became the tendering agent for the Container Terminal Phase 2 EPC project at Khalifa Port, Abu Dhabi.

The project involved construction of a container yard with a length of 1,200 meters along the frontage of the Khalifa Port, as well as supporting production facilities and auxiliary production facilities. The tender was budgeted with about RMB 900 million and open to shipping port construction contractors across the world. SITC proposed several suggestions such as using Chinese and English as working languages and the languages for formulating the tendering documents, adopting FIDIC contracts and bills of quantities, and following the Standard for Bid Document of Construction of Port and Waterway Engineering by the China Ministry of Transport. SITC posted the tendering notices on major tendering portals and platforms, which attracted four large Chinese enterprises in the industry to participate in the competition. SITC made scientific and meticulous plans to guarantee the smooth progress of the project.

SITC’s successful exploration in conducting overseas port projects signified its first and firm step in the global market for professional consulting services. In 2018, the company continued to provide tendering consulting services for the survey and design of the Khalifa port construction project and the Container Terminal Phase 2 mobile equipment procurement project.
