Shanghai Investment Consulting Corporation (SICC) is a Shanghai-based construction engineering consulting company. Adhering to the market strategy of “taking root in Shanghai, facing the Yangtze River Delta, providing services to the whole country, and aiming for the global market,” the company is dedicated to building itself into a well-renowned engineering consulting company.
Founded in 1986, SICC is one of the local and comprehensive engineering consulting companies shortlisted by the country’s National Development and Reform Commission (NDRC). It is one of the 5 consulting agencies for foreign aid projects shortlisted by the Ministry of Commerce. It is also a member of the China National Association of Engineering Consultants (CNAEC), a member association of the International Association of Consulting Engineers (FIDIC).
The company mainly offers services of research, document preparation, and evaluation for industrial planning, information technology, urban development and management, public infrastructure asset management, and policy research, in addition to multi-disciplinary consulting and evaluation. Its clients include governmental agencies and departments, large-scale enterprises, banks, and social investors, such as China Development Bank, Shanghai Electric Group Company, Mobil Oil, General Motors, among other major companies in the UK, France, Japan, South Korea, and Southeast Asia.
SICC has created several milestones in China. For example, the company was responsible for the overall planning and consulting for Shanghai World Expo, the first World Expo ever held by Shanghai. It prepared the project application reports and special study for Shanghai Disneyland, the largest themed resort in China. It was also involved in compiling the special research and project study reports for the development of Comac C919, China’s first domestically produced regional jet.
SICC is the first consulting company in China that won the International Asia Pacific Quality Award, and one of the earliest companies that introduced the GB/T19580-2004 Criteria for Performance Excellence. In October 2010, the company passed the on-site evaluation of the China Association for Quality and was granted the China Quality Award as the first Chinese company.As one of the evaluation and consulting service providers shortlisted by government agencies and departments, SICC has been providing continuous decision-making consulting services for governments and enterprises and participating in the evaluation of various major projects launched by the country’s ministries and commissions. SICC is also shortlisted by agencies including the Shanghai Municipal Development and Reform Commission to take charge of assessing the special grants of various departments such as the Shanghai Tourism Administration and the Shanghai Commission of Commerce.
In recent years, SICC has been providing proactive services to implement the country’s national strategies. For example, it has provided premium consulting services for the China (Shanghai) Pilot Free Trade Zone, the overseas investment project under the Belt and Road Initiative, among other projects and clients.
